PETROVIETNAM and BSR Seek New Crude Oil Sources and Expand International Energy Cooperation at APPEC 2026
From September 7–10, 2026, in Singapore, a delegation from the Vietnam National Industry – Energy Group (PETROVIETNAM), led by Vice President Lê Xuân Huyên, attended the 42nd Asia Pacific Petroleum Conference (APPEC 2026). During the working visit, a delegation from Petrovietnam Refining and Petrochemical Corporation (BSR) held a series of meetings with international partners, crude oil suppliers, and petroleum product providers to explore and diversify crude oil supply sources for the Dung Quat Refinery.
Organized by S&P Global Energy in Singapore, APPEC 2026 is one of the Asia-Pacific region's premier petroleum industry events, bringing together leading energy companies, suppliers, traders, and stakeholders across the global energy value chain.
On the sidelines of APPEC 2026, the PETROVIETNAM delegation met with major industry partners, including S&P Global, Vitol, Aramco, Chevron, and Trafigura, while participating in specialized industry forums. Discussions focused on expanding energy trade cooperation, diversifying crude oil and petroleum product supplies, strengthening supply chain resilience, and enhancing energy security amid an increasingly complex global market environment.
Led by President & CEO Nguyễn Việt Thắng, the BSR delegation conducted extensive meetings with both existing partners and prospective new collaborators to discuss market developments, supply capabilities, ongoing cooperation programs, and future partnership opportunities.
BSR held working sessions with crude oil and feedstock suppliers including SOCAR, ExxonMobil, Chevron, PETCO (Petronas), ADNOC, Glencore, PTT, PNX, and Petrolimex Singapore. The delegation also met with shipping and brokerage firms such as Clarksons, SSY, and McQuilling, as well as market intelligence and analytics providers including S&P Global Energy, Argus, and Wood Mackenzie.
Notably, BSR held a meeting with YPF, Argentina's national oil company, to introduce each company's capabilities, explore cooperation opportunities in crude oil supply, and discuss the possibility of organizing working visits and field surveys in Argentina and across South America in the near future.
In discussions with long-standing partners such as SOCAR, ExxonMobil, and Chevron, BSR reaffirmed its commitment to strengthening long-term cooperation, accelerating the implementation of signed memoranda of understanding (MOUs), and advancing long-term crude oil procurement agreements.
With other suppliers, BSR continued discussions to promote crude oil and feedstock transactions while enhancing coordination and information sharing to better respond to market fluctuations.
Meetings with shipping partners focused on updating tanker market developments and exploring transportation solutions to further enhance the flexibility and efficiency of crude oil logistics for the Dung Quat Refinery.
BSR's participation in APPEC 2026 and its expanded engagement with international partners created valuable opportunities to broaden its global partnership network, identify new crude oil sources, and further diversify its supply portfolio while reinforcing existing strategic relationships.
These efforts will continue to strengthen BSR's ability to secure feedstock supplies, support the stable and efficient operation of the Dung Quat Refinery, and advance the company's strategic direction of expanding international cooperation and promoting sustainable development in the energy sector.
